Sub:  Review of Bank’s Scheme on Compensatory Off to Officers & Payment 
        of Financial Compensation to Officers for working on Sundays/Holidays

Dear Comrade,    

We reproduce hereunder the full text of Circular No. Com/EC/42/2012-15 dated  14th September, 2013 wherein the General Secretary, All India UCO Bank Officers’ Federation reproduced letter No. Mg/ 92 /2012-15 dated 14.09.2013 addressed to the Chairman & Managing Director on the above subject, for information of all concerned.

“We invite your attention to our letter nos. Mg/29/2012-15 dated March 28, 2013 and Mg/79/2012-15 dated August 19, 2013 requesting for payment of Diem Allowances to Officers for working on Sundays/Holidays/Extended Hours i.e. 29th March (Good Friday being a Holiday under NI Act), 30th March (Being Saturday half working day) and 31st March Sunday), 2013 to facilitate receipt of Government tax from public even at late hours as they were entitled to payment of Diem Allowances in terms of Bank’s Staff Circular No.55/84 dated 6.9.84 dealing with Reimbursement of Expenses for attending office on Holidays. Copies of both the letters are enclosed for your ready reference.

We also draw your attention to our letter no. Mg/72/2012-15 dated August 19, 2013 requesting for review of Bank’s Scheme on Compensatory Off and payment of adequate financial compensation to officers for working on Sundays/Holidays/Extended Hours. A Copy of the said letters is enclosed for your ready reference.

We are very very sorry to note that Bank has, so far, not released Diem allowances to officers for working on 29th March (Good Friday being a Holiday under NI Act), 30th March (Being Saturday half working day) and 31st March Sunday), 2013 to facilitate receipt of Government tax from public even at late hours even though they were entitled to payment of Diem Allowances in terms of Bank’s Staff Circular No.55/84 dated 6.9.84 dealing with Reimbursement of Expenses for attending office on Holidays. Moreover, Bank has not reviewed its scheme on Compensatory Off as demanded by us.                                                                                                    


                       
Now, Bank has again advised Branch Heads to keep the branches open on 14th (Saturday) & 15th (Sunday) September 2013 to facilitate Accounting of Government Receipts (Advance Taxes under Income Tax and Corporate Tax) for the Financial Year 2013-14.

We understand that most of the Public Sector Banks such as State Bank of India, Bank of India, PNB etc. have been paying a minimum sum of Rs.2500/- per day to an officer for working on Sundays/Holidays/Extended Hours in addition to granting Compensatory Off.                                   
In view of the above, we request you to kindly direct the department to release payment of Diem Allowances to officers for working on 29th, 30th and 31st March as stated above and review the scheme on compensatory off to officers and introduce a fresh scheme of payment of some lumpsum amount to officers matching with other PSBs for working on Sundays/Holidays/Extended Hours.

We look forward to an immediate action from your end in this regard.
